Not jumping to conclusions

What IF every case could have a set of independent investigators voluntarily reviewing things from the get-go...from 9-11 info and more domestic crimes (in homes or even in school,faith, court settings) or public realms)

In the very off chance that 'things were not as they seemed'...we likely would do well to reserve judgement when we hear of a crime or tragedy unfolding as to What Really Happened and Who Was Responsible for anything that unfolded... There are times when things look very convincing on the surface but further information is needed to verify whatever the first conclusions were.
